The Municipal Council of the Municipality of Middlesex Centre will meet on December 4, 2019 at 9:30 a.m.
1.0 CALL TO ORDER
Mayor DeViet to call the meeting to order at 9:30 a.m.

3.0 DISCLOSURE OF PECUNIARY INTEREST
The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

8.1 CPS-86-2019 - Asset Management Update
R2019- THAT Report No. CPS-86-2019 dated December 4, 2019 regarding the Municipality’s asset management program update be received;
AND THAT staff are directed to apply for the Municipal Modernization Program - Intake 1 for $60,000 for the consulting costs required to complete the municipal asset management plan in 2020
8.2 CPS-87-2019 - Operational Budget 2020
R2019- THAT the Operational Budget 2020 report and presentation be received as information.
9.0 NOTICE OF MOTION
Councillor Silva will be putting the following motion on the floor:
THAT the Council for the Municipality of Middlesex Centre directs staff to bring back a by-law to amend By-Law 2018-092 to the next regular Council meeting for adoption in order to reduce the speed limit on all Middlesex Centre roads within settlement areas from 50km/h to 40 km/h beginning on May 1, 2020;
AND THAT a request be sent to Middlesex County encouraging the County to enact the reduction of the speed limit on all County owned roads in Middlesex Centre within settlement areas from 50 km/h to 40 km/h;
AND THAT staff be directed to purchase and erect the appropriate signage at the edges of our settlement areas, and some of our busier streets that intersect with County Roads (e.g. Tunks Lane, Kilworth Park Drive, Jefferies Rd, Queen St) as deemed appropriate;
AND THAT staff be directed to inform residents of the reduction of the speed limits through such avenues as the municipal website, social media, email newsletter, utility and property tax bills;
AND THAT staff be directed to work with OPP on an enforcement campaign after education has been ongoing for 60 days;
AND FURTHER THAT staff be directed to report back to council with the financial implication of implementing the vision zero speed reduction program.

13.1 By-Law 2019-118 - To adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on December 4, 2019
R2019- THAT By-Law 2019-118 be approved passed and adopted.
R2019- THAT the Council for the Municipality of Middlesex Centre adjourns the December 4, 2019 Special Council meeting at ___________ a.m.
