AGENDA

The Municipal Council of the Municipality of Middlesex Centre will meet on May 8, 2019 at 4:00 pm.

1.0             CALL TO ORDER

Mayor DeViet to call the meeting to order at 4:00 p.m.

2.0             DISCLOSURE OF PECUNIARY INTEREST

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

3.0             CLOSED SESSION

R2019- THAT Council adjourn to closed session at __________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

Fire Inspection Services Presentation 

R2019- THAT the Council for the Municipality of Middlesex Centre receives the County Update, and the Fire Inspection Services presentation from Warden Smith and Bill Rayburn of the County of Middlesex as information.

6.3             Middlesex County - Sam McFarlane, Accessibility Coordinator

R2019- THAT the Council for the Municipality of Middlesex Centre receives the Middlesex Centre Accessibility presentation from Sam McFarlane, Accessibility Coordinator for Middlesex County as information.

7.0             CONSENT AGENDA

Items listed under the Consent Agenda are considered routine and may require discussion but no action on the part of Council. Consent items are received in one motion. Council members may request that one or more item be removed for further action.

7.1                CPS-39-2019 – Budget to Actual April 2019

R2019- THAT the Council for the Municipality of Middlesex Centre receives the Consent Agenda items 7.1 through 7.3 as information.

8.0             STAFF REPORTS

8.1                CMS-04-2019 – Additional Fencing Projects

R2019- THAT the three additional fencing projects totaling $15,573.94 be approved.

8.2                PWE-14-2019 – Komoka Drainage Works Union Ave Branch Improvement

R2019- THAT the drainage works for the Request for Municipal Drain Improvement submitted by Mark Muscott proceed; and

FURTHER THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works; and

FURTHER THAT following the notice to the appropriate agencies, Brad Bunke, P. Eng. of GM BluePlan Engineering be appointed to prepare a Drainage Report for the improvement of a Municipal Drain, all in accordance with the Ontario Drainage Act.

8.3                PWE-15-2019 – Bear Creek Municipal Drain Branch 4 Improvement

R2019- THAT the drainage works for the Request for Municipal Drain Improvement submitted by Beatrix Enter proceed; and

FURTHER THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works; and

FURTHER THAT following the notice to the appropriate agencies, Mike Devos, P. Eng. of Spriet Associates be appointed to prepare a Drainage Report for the improvement of a Municipal Drain, all in accordance with the Ontario Drainage Act.

13.1             By-Law 2019-056 To approve and ratify an amending Site Plan Agreement between 1873849 Ontario Limited as the “Owner” and the Municipality of Middlesex Centre as the “Municipality” for land legally described as Part of Lot 25, Concession 10 (Geographic Township of London) Part 2, Reference Plan 33R-9311 Part 3, Reference Plan 33R-1073 Municipality of Middlesex Centre; Roll Number 393903408026802

13.2             By-Law 2019-057 – To approve and ratify a Severance and Development Agreement between 2270942 Ontario Limited as the “Owners” and the Municipality of Middlesex Centre as the “Municipality” for land legally described as PT LT 6, CON 2 LOBO AS IN 284182 & 227512; Municipality of Middlesex Centre, being all of PIN 09664-0031 (LT)

13.3             By-Law 2019-058 - To approve and ratify a Site Plan Control Agreement between Coldstream Concrete Limited (the Owner), and The Municipality of Middlesex Centre (the Municipality) for land described as Part Lot 8, Concession 9 LOBO TWP, designated as parts 2, 3, 4 & 5, Plan 33R- 2541 & Part 1, Plan 33R-18596; Municipality of Middlesex Centre, being all of PIN 09657-0425 (LT)

13.4             By-Law 2019-059 - To establish Fees and Charges for Water, Wastewater and Miscellaneous rates for services provided by the Municipality of Middlesex Centre

13.5           By-Law 2019-060 - To adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on May 8, 2019
