AGENDA

The Municipal Council of the Municipality of Middlesex Centre will meet on January 9, 2019 at 4:00 pm.

1.0             CALL TO ORDER

Mayor DeViet to call the meeting to order at 4:00 pm.

2.0             DISCLOSURE OF PECUNIARY INTEREST

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

R2019- THAT the Council for the municipality of Middlesex Centre received the presentations from John Mascarin, Watson & Associates and Cowan Insurance as information.

6.0             CONSENT AGENDA

Items listed under the Consent Agenda are considered routine and may require discussion but no action on the part of Council. Consent items are received in one motion. Council members may request that one or more item be removed for further action.

R2019- THAT the Council for the Municipality of Middlesex Centre receives the Consent Agenda item 6.1 as information.

6.1                CPS-01-2019 - Ontario Municipal Partnership Fund Notice 2019

7.0             STAFF REPORTS

7.1                BLD-01-2019 - Privately Operated Cannabis Retail Stores – Opt In or Opt Out

R2019- THAT the Council for the Municipality of Middlesex Centre authorize privately operated cannabis retail stored to be permitted within Middlesex Centre.

 

7.2                CPS-03-2019- 2019 Development Charge Study

R2019- THAT the Municipality sole source the contract for the 2019 Development Charge Study and bylaw update; and

THAT Watson & Associates Economists Ltd. (Watson) be awarded the contract to complete the 2019 Development Charge Study and update the corresponding by-law for $35,985 plus HST; and

THAT pre-budget approval for the Development Charge Study in the amount of $50,000 be approved.


7.3                CPS-02-2019- Hiring Process for the Chief Administrative Officer

R2019- THAT Mayor DeViet, Councillor Heffernan, Councillor Scott and Cindy McNair, HR Consultant from Select path be appointed to the Hiring Committee for the Chief Administrative Officer recruitment; and

THAT the Hiring Process for the Chief Administrative Officer report be received.

 

7.4                PLA-01-2019 - Request to Remove (h-1) Holding Provision; South Winds Development Co. Inc.; Phase 1 of Edgewater Estates Subdivision (File No. 39T-MC0902)

R2019- THAT the request by Southwinds Development Co. Inc. to remove the (h-1) holding provision from the zoning of the land containing Phase 1 of the Edgewater Estates Subdivision be approved.

12.3   By-Law 2019-003 - To appoint an Integrity Commissioner for the Municipality of Middlesex Centre

12.4   By-Law 2019-004 - To adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meetings held on January 3, 2019 and January 9, 2019

12.5   By-Law 2019-005 - to amend the Middlesex Centre Comprehensive Zoning By-Law Number 2005-005 with respect to Part of Lots 7 and 8, Concession 1, Part of Lot 7, Broken Front Concession (Geographic Township of Lobo), Municipality of Middlesex Centre

R2018- THAT By-Laws 2019-001 through to 2019-005 inclusive be approved passed and adopted.

R2019- THAT the Council for the Municipality of Middlesex Centre adjourns the January 9, 2019 Regular Council meeting at ___________ p.m.
