AGENDA

The Municipal Council of the Municipality of Middlesex Centre will meet on September 12, 2018 at 5:30 pm.

1.0             CALL TO ORDER

Mayor Edmondson to call the meeting to order at 5:30 pm. and to go directly into Closed Session.  The regular Council meeting will begin at 6:00p.m.

2.0             CLOSED SESSION

R2018- THAT Council adjourn to closed session at __________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matters:

2.1                Three (3) separate items under Section 239 (2) (b) personal matters about an identifiable individual, including municipal or local board employees;

R2018- THAT Council do now rise out of closed session and resume to open Council at 6:00 p.m.

3.0             DISCLOSURE OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

4.0             ADDITIONS TO THE AGENDA

R2018- THAT the Additions to the Regular Agenda of Council dated September 12, 2018 be added to the Agenda as printed.

5.0             ADOPTION OF THE MINUTES

Minutes August 15, 2018

 

R2018- THAT the minutes of the August 15, 2018 meeting of Council be adopted as printed.

6.0               COURT OF REVISION

6.1                Watson Municipal Drain Extension

Middlesex Centre Watson Municipal Drain Extension Report

R2018-  THAT Council Recess for Court of Revision with members being Councillors; Harvey, DeViet, and Silva.

R2018- THAT the Assessments as levied by GM Blue Plan Engineering Limited dated June 22, 2018 and adopted by Provisional By-Law 2018-075 to pay for drainage works known as the Middlesex Centre Watson Municipal Drain Extension be confirmed.

R2018- THAT the regular meeting of Council reconvene.

7.0             DELEGATIONS, PRESENTATIONS & PETITIONS

7.1                EA Danby Award Presentation from AMCTO to Middlesex Centre

Presenter:  Michelle Casavecchia-Somers, Zone 1 Director on the AMCTO Board and CAO/Clerk of the Township of Malahide

The award is presented annually to one or more municipalities that demonstrates an initiative or a willingness to explore innovative techniques that produces tangible results related to the efficiency and effectiveness of the municipal corporation.

8.0             CONSENT AGENDA

Items listed under the Consent Agenda are considered routine and may require discussion but no action on the part of Council. Consent items are received in one motion. Council members may request that one or more item be removed for further action.

R2018- THAT the Council for the Municipality of Middlesex Centre receives the Consent Agenda items 8.1 through to 8.4 as information.

9.0             STAFF REPORTS

9.1                PWE 46-2018 - Ward Municipal Drain Improvement

R2018- THAT the drainage works for the Ward Municipal Drain Improvement proceed;

AND FURTHER THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works;

AND FURTHER THAT following the notice to the appropriate agencies, Brad Bunke, P. Eng. of GM BluePlan Engineering be appointed to prepare a Drainage Report for improvement to a Municipal Drain, all in accordance with the Ontario Drainage Act.

9.2                PWE 47-2018 - Pfister Municipal Drain Petiton

R2018- THAT THAT the drainage works for the Municipal Drain Petition submitted by Karl Pfister proceed; and

FURTHER THAT staff be directed to notify the affected landowners and appropriate agencies of the Council’s decision to proceed with the drainage works; and

FURTHER THAT following the notice to the appropriate agencies, Mike Devos, P. Eng. of Spriet Associates be appointed to prepare a Drainage Report for the creation of a Municipal Drain, all in accordance with the Ontario Drainage Act.

9.3                PWE 48-2018 – Vision Zero

R2018- THAT, on the recommendation of the Director, Public Works and Engineering, Vision Zero and its principles described herein BE ADOPTED, as guided by Vision Zero Canada.

10.0        NOTICE OF MOTION

11.1           Ilderton Lions Club & Ilderton BIA– Request to have rental fee waived for the rental of the Ilderton Community Centre on October 4, 2018 for a 2018 Municipal Election Debate

R2018- THAT the Council for the Municipality of Middlesex Centre receives the Correspondence item 11.1 through to 11.5 as information;

AND FURTHER that the Council for the Municipality of Middlesex Centre _________ the request from the Ilderton Lions Club & Ilderton BIA (Correspondence Item 11.1) to waive the rental fee for the rental of the Ilderton Community Centre on October 4, 2018 for a 2018 Municipal Election Debate.

14.1           By-Law 2018-076 - To approve and ratify an Amending Vacant Land Condominium Agreement between 2536221 Ontario Inc. “Developer” and The Municipality of Middlesex Centre as the “Municipality” (Bella Lago)

14.2           By-Law 2018-077 - to approve and ratify an Amending Subdivision Agreement between 1960634 ONTARIO INC. and the Municipality of Middlesex Centre for land described as Part of Lots 24, Concession 11, Geographic Township of London designated as Parts 3, 4 and 5 on Plan 33r-19894 subject to easement over Part 3 and 4, plan 33r-19894 as in 208265 Municipality of Middlesex Centre being part of pin 08140-0235 (lt) (Little Farm Phase 1 Subdivision Amending Agreement)

14.3           By-Law 2018-078 - To confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on September 12, 2018

14.4 By-Law 2018-079- To approve and ratify a Site Plan Control Agreement between Loghill Enterprises London Inc. (the Owner), and Dairy Lane Systems Limited (the Lessee) and The Municipality of Middlesex Centre (the Municipality) for land described as Part Lot 13, Concession 4, as in 809379; Middlesex Centre TWP/LOBO, being all of PIN 09666-0107 (LT); and Part Lot 13, as in 924210, except 133721; Middlesex Centre TWP/LOBO, being all of PIN 09666-0108 (LT). R2018- THAT By-Laws 2018-076 through to 2018-079 inclusive be approved, passed and adopted.

15.0        ADJOURNMENT

R2018- THAT the Council for the Municipality of Middlesex Centre adjourns the September 12, 2018 Regular Council meeting at ___________ p.m.

 

The next Council meeting is Wednesday, September 26, 2018 at 6:00 pm in the Council Chamber.
