The Municipal Council of the Municipality of Middlesex Centre will meet in Regular Session in the Council Chamber on April 11, 2018 at 3:00 pm.

1.0             CALL TO ORDER

Mayor Edmondson to call the meeting to order at 3:00 pm.

2.0               CLOSED SESSION

R2018- THAT Council adjourn to closed session at __________ pursuant to Section 239 (2) of the Municipal Act, 2001, as amended to discuss the following matter:

2.1        Section 239 (2) (c) a pending disposition of land by the municipality or local board; and (f) advice that is subject to solicitor-client privilege, including communications necessary for that purpose.

3.0             DISCLOSURE OF PECUNIARY INTEREST AND GENERAL NATURE THEREOF

The Municipal Conflict of Interest Act requires any member of Council declaring a pecuniary interest and the general nature thereof, where the interest of a member of Council has not been disclosed by reason of the member’s absence from the meeting, to disclose the interest at the first open meeting attended by the member of Council and otherwise comply with the Act.

8.2                Report CAO-011-2018 – Parking Lot Behind the Arva Fire Station

R2018- THAT the Municipality of Middlesex Centre appoint the firm of Scrimgeour & Scrimgeour as the external auditors for the Municipality and the Middlesex Centre Medical Centre for the fiscal year ends of 2018 and 2019

8.4                Report PWE-24-2018 - Munro Creek Drain Alternative Land Use Service Program

8.5                Report PWE-25-2018 Public Works & Engineering Facility Grounds Maintenance PWE 18-19 Request for Quotation Results

FURTHER THAT staff be authorized to execute the appropriate service agreement.

8.6                Report PWE 26-2018 - Roadside Grounds Maintenance PWE 18-23 Request For Quotation Results

FURTHER THAT staff be authorized to execute the appropriate service agreement.

9.0             NOTICE OF MOTION

Councillor Silva makes the following Notice of Motion:

WHEREAS the Ontario Provincial Police have stated that they do not believe community policing is an effective use of policing resources,

WHEREAS community policing has been demonstrated to reduce crime rates, enhance the relationship between residents and police, and provide other benefits,

WHEREAS there is an ongoing discussion across the Province of Ontario on how to ensure policing remains effective, while also affordable for municipalities across Ontario,

WHEREAS Middlesex Centre already engages in many shared service arrangements, or arrangements where Middlesex Centre moves first and allows other municipalities to afford similar services at a more affordable rate,

BE IT RESOLVED THAT Middlesex Centre staff be directed to engage with the Township of Strathroy-Caradoc and City of London to assess the willingness and feasibility to provide policing services in lieu of the Ontario Provincial Police, and that staff complete a feasibility report on starting a municipal police service, engaging with experts where and when needed, and contacting neighbouring municipalities across the County of Middlesex to determine their willingness to join and fund a new, local municipal police service.

13.1   By-Law 2018-032- To delegate authority to Municipal Officials to act in the event that the Council's actions become restricted under Section 275 of the Municipal Act, 2001 (Restricted Acts after Nomination Day)

13.2   By-Law 2018-033- To adopt and confirm all actions and proceedings of the Council of the Municipality of Middlesex Centre at the Council meeting held on April 11, 2018.

R2018-301 THAT By-Laws 2018-032 and 2018-033 be approved and that this constitutes first, second and third reading of the by-laws.
